Description

ROCKET
NEUTRAL -Silph Scope- The Rocket straps on the Silph Scope to emit a short range energy blast.
SIDE -Pester Ball- A bouncing projectile which can deal damage and stun in some situations.
Up -Escape Rope- A propellored rope will help the grunt to recover, and can shimmy up and down for a slight evasion advantage
DOWN -Retriever- Usually for collaring Pokémon, the vacuum retriever will allow the Rocket to suck up an opponent and shoot them back out again. Can also dispose of items.
FINAL -ROCKET BALL- A modified version of a Poké Ball, landing a hit on an enemy will trap them in the ball, giving the Rocket the chance to throw it off the edge of the stage before they can wriggle free!

Why ROCKET?
I hope you lucky few are enjoying your Mewtwo codes today. In honour of that I decided to present my Pokémon character next. If there was ever going to be another Pokémon in Smash I am absolutely not qualified to predict it. I've said in the past that I'd like to play as Deoxys and always thought that one off legendaries were a good bet, but with the likes of Lucario and Greninja it seems the pick is, in part, personal preference.
But then, I've always liked the idea of having a character from this franchise who isn't a monster but the choices there are few and far between. The whole point of the game is that the trainers don't fight personally and all of those professors would be of no use. Then I was reminded of the villainous "teams" who try to kidnap monsters and wreck the environment. The most notable of which would have to be the original Team Rocket, their reputation in Pokémon abuse being enough to make them believable hand to hand combatants.
In the earliest games they were depicted with whips, which adds to the 'animal abuser' image so it's no real surprise that this was removed in later iterations. I opted to return the whips to make them more interesting fighters because I'm confident they would never appear so I don't need to abide by any rules really.
The problem was fitting them with movesets. I deliberately didn't want to incorporate Pokémon in any way so I mostly ended up items from the Game Boy games and inventions from the card games.

What are their chances?
Very very slim. People are almost certainly going to be less interested in these characters than they would more Pokémon and we've already got stacks of them so another character from this franchise has incredibly low odds.

VERDICT
Always going to be second fiddle to more monsters!

I've always been interested in the idea of a human Pokemon character in Smash (part of why I like Pokemon Trainer), and while I've thought of a few (Ghetsis, Wes from Pokemon Colosseum, Brock with Geodude) they seemed like a bit of stretch to have fighting. Meanwhile, you have chosen a pretty logical and fitting choice (yet the idea has probably never crossed many people's minds). Implementing the whips as a unique weapon (ZSS barely uses her's now) even though they have been phased out of their image was a pretty clever choice, as was referencing items from the games and even the TCG. I love the Escape Rope move, seems just as handy in Smash as it is in the actual games. Retriever is also pretty cool, especially since it's a neat reference to the card game. Pester Ball, while something from Pokemon Snap (another cool reference, by the way), I can definitely see fitting of Team Rocket to use. The only special I don't really agree with is the Silph Scope. It's for identifying ghosts, and while Smash is known for taking liberties with certain things I feel it could do better than just a generic energy blast. Maybe it makes a ghost visible in front of it for a few seconds that damages anyone who comes in contact with it? Probably not since it doesn't fit thematically but just throwing stuff out there. The Final Smash is pretty unique and creative, even if Poké Balls aren't supposed to work on humans.

I will say though, and I understand you wanted to avoid it, it's kinda odd to see them with a Pokemon since that's what they fight with in the games. Perhaps one or two attacks where they use a Pokemon Team Rocket Grunts are associated with, such as Zubat or Koffing?

Very creative choice you have here; I have to say it's definitely the most unique choice and has the most creative moveset on this roster yet. Well done.
